Mexican leader seeks money, political will for 2010 climate deal from ... - Newser

With a worldwide shaky economic recovery under way, Felipe Calderon pleaded for aid and investment from executives and political leaders at the World Economic Forum, hoping to unite the world on a firm blueprint to slow the warming of the planet.

This year's big U.N. climate change meeting _ being held Nov. 29-Dec. 10 in the Mexican resort of Cancun _ will be challenged to succeed where the 2009 meeting in Copenhagen failed.

"We need to try to learn from our mistakes in Copenhagen," Calderon said. "If we can find an economic mechanism ... we will be on track."

Calderon spoke a day after the United States took an important symbolic step by submitting targets to the U.N. climate body, pledging to cut its greenhouse gas emissions by 17 percent by 2020 _ using 2005 levels as a standard. But the commitment must be approved by Congress, which is not guaranteed.

U.S. Congressman Edward Markey, a Democrat from Massachusetts who has pushed sustainable development policies, said he expected Congress to pass climate legislation by the end of the year.

"The reason that I believe that will happen is that it is in our national security and long-term economic interests," Markey said at Davos.

China and India _ key to any final accord _ have yet to submit their targets.

Calderon said governments and the private sector should build cleaner energy plants in developing countries, make more efficient transport systems and support other projects to help poor nations reduce emissions as they grow and deal with the effects of global warming.

Dan Esty, director of the Yale Center for Environmental Law and Policy, said Calderon was "setting a high bar," warning of a general "climate fatigue" after Copenhagen.

"There's really a question about whether the Congress will put forward a serious climate action plan," he said.

Rich and developing countries clashed at Copenhagen over how much money each should contribute and how to spend it, but Calderon said the "economic costs associated with trying to tackle climate change" are central to the challenges facing governments.

The Copenhagen Accord fell short of expectations, but included commitments by developed countries to provide billions of dollars in emergency funds to help poor countries adapt to climate change. It also invited countries to formally list their nonbinding targets to cut emissions by Jan. 31 _ or even later.

U.N. climate change chief Yvo de Boer told The Associated Press on Friday that he was confident the business leaders in Davos would do more as profits bounce back after a rough couple of years.

"Energy sector investments that were put on hold because of the crisis are beginning to be made again," he said. "I think people will take future climate change policy into account."

De Boer insisted that a climate change accord was "feasible" in Mexico. But as countries shakily emerge from recession, a key challenge is ensuring that progress is environmentally effective but also won't break the bank.

"In the private sector, we need clear targets," said Renault-Nissan head Carlos Ghosn, who has championed electric cars. He also encouraged closer cooperation among governments and the private sector.

Meanwhile, Microsoft co-founder Bill Gates said he fears governments might take funds away from health issues to fight climate change _ and says that could lead to many childhood deaths that otherwise would be prevented.

"It would be a mistake on many fronts, because the health money not only saves lives but it reduces the population growth," he told a news conference in Davos, where he and his wife Melinda announced that their foundation will donate $10 billion over the next decade to research new vaccines and bring them to the world's poorest countries.

Gates said the commitment more than doubled the $4.5 billion the foundation has given to vaccine research so far, and the foundation said it could save up to 7.6 million children through 2019 as a result.

From an unknown location, al-Qaida leader Osama bin Laden issued his own prescription for fighting climate change, calling Friday for a boycott of American goods and the U.S. dollar as he blamed the United States and other industrialized countries for global warming.

Bin Laden said the way to stop climate change was to bring "the wheels of the American economy" to a halt. The authenticity of his latest audiotape could not immediately be confirmed.

He did not mention China, which has surpassed the United States as the world's largest emitter of the greenhouse gases that cause global warming.

The forum at Davos also honored Brazilian President Luiz Inacio Lula da Silva for his "global statesmanship," but he could not attend the ceremony for health reasons. Brazilian Foreign Minister Celso Amorim received the award on Silva's behalf, saying the president viewed the honor as an "award for Brazil."

Asset manager BlackRock Inc hired Kendrick Wilson III, a former Goldman Sachs executive and Treasury Department adviser, as a vice chairman.

Wilson will join the Office of BlackRock Chairman and CEO Laurence Fink. Fink said Wilson will be able to assist clients as they assess the changing investment landscape.

The bank's cross asset research division made three appointments -- Michala Marcussen, Alejandro Cuadrado and Takuji Okubo -- to its global economics research team. Economy Grows 5.7 Percent; Chicago PMI Jumps - CNBC

The U.S. economy grew at a faster-than-expected 5.7 percent pace in the fourth quarter, the quickest in more than six years, as businesses made less-aggressive cuts to inventories and stepped up spending.

Separately, The Institute for Supply Management-Chicago said on Friday its index of Midwest business activity rose more than expected in January to 61.5 from 58.7 in December. Economists polled by Reuters had forecast a January figure of 57.4. A reading above 50 indicates expansion in the regional economy.

The Commerce Department said on Friday its first estimate put fourth-quarter gross domestic product growth at its fastest pace since the third quarter of 2003. The economy expanded at a 2.2 percent annual rate in the third quarter.

Analysts polled by Reuters had forecast GDP, which measures total goods and services output within U.S. borders, growing at a 4.6 percent rate in October-December period.

President Barack Obama said the report showed a "stark improvement" compared to economic decline a year ago.

"This morning we received a report that affirms our progress and the swift and aggressive actions that made it possible," he said, adding that job growth was lagging despite economic growth.

The White House hailed the report as "the most positive news to date on the economy."

"It is important not to read too much into a single report, positive or negative," White House economist Christina Romer said. "There will surely be bumps in the road ahead ... Nonetheless, today's report is a welcome piece of encouraging news."

Romer made clear that the latest economic figures only reinforced President Barack Obama's intention to make job creation, which has lagged as the economy emerged from deep recession, his administration's top priority.

"While positive GDP growth is a necessary first step for job growth, our focus must remain on getting Americans back to work," she said. "That GDP rose strongly in the fourth quarter of last year while employment fell and the workweek increased only slightly emphasizes the need for policy actions designed to help spur private sector job creation."

U.S. stock index futures extended gains on the data, while Treasury debt prices deepened losses. U.S. dollar rose against the yen.

Getting the economy on a sustainable growth track remains one of the key challenges facing President Barack Obama, who on Wednesday outlined a raft of measures to create jobs and nurture the recovery.

Growth was boosted a sharp slowdown in the pace of inventory liquidation, a factor that could mask the strength of the economic recovery from the longest and deepest downturn since the Great Depression.

But even stripping out inventories, the economy expanded at an annual rate of 2.2 percent, accelerating from the 1.5 percent increase in the third quarter, reflecting relatively strong performance from other segments of the economy.

"Wow, great number. It's very solid and gives us a running start into the second half of the year when we can't rely on government stimulus," said Jack Ablin, chief investment officer at Harris Private Bank in Chicago.

"That's part of the plan, to get us moving as fast as possible so when life support is removed we'll have a pulse."

Business inventories fell only $33.5 billion in fourth quarter after dropping $139.2 billion in the July-September period. The change in inventories alone added 3.39 percentage points to GDP in the last quarter. This was the biggest percentage contribution since the fourth quarter of 1987.

For the whole of 2009, the economy contracted 2.4 percent, the biggest decline since 1946, the first year after the end of World War II.

In the last three months of 2009, consumer spending increased at a 2 percent annual rate, below the 2.8 percent annual pace in the prior quarter when consumption got a boost from the government's "cash for clunkers" program.

In the fourth quarter, consumer spending contributed 1.44 percentage points to GDP.

Consumer spending, which normally accounts for about 70 percent of U.S. economic activity, has been held back by the worst labor market in a quarter century.

Business investment in the fourth quarter grew for the first time since the second quarter of 2008 as the drag from the troubled commercial real estate was offset by robust spending on equipment and software.

Business investment rose at a 2.9 percent rate after falling 5.9 percent over the previous three-month period.

The growth of spending on new home construction braked sharply in the fourth quarter to an annual rate of 5.7 percent from an 18.9 percent pace in the third quarter. Home building has received a lift from a popular tax credit for first-time buyers, but recent data have hinted at some weakness starting to creep in.

Export growth outpaced imports, leaving a trade gap that contributed half a percentage point to GDP growth in the last quarter.

Separately, employment costs in the United States rose 0.5 percent in the fourth quarter, Labor Department data showed.

Analysts polled by Reuters had expected the Employment Cost Index to increase 0.4 percent in the three months ending in December 2009, after it inched up an unrevised 0.4 percent in the prior quarter.

Wages and salaries, which make up about 70 percent of compensation, and benefits were both up 0.5 percent, the Labor Department said.

Also, business activity in New York City expanded in January for the sixth straight month, reaching its highest level in over three years, according to an industry report released on Friday.

The Institute for Supply Management-New York's seasonally adjusted index of current business conditions rose to 72.6 in January from an upwardly revised 64.5 in December, originally reported as 59.7.

It was the group's highest current conditions reading since November 2006.

Unfortunately even in the midst of tragedy, there are those who will try to take advantage of people's generosity for their personal advantage. A story on MSNBC reminds us to be careful:

The FBI, Better Business Bureau and software security companies Wednesday all warned Internet users to exercise caution before opening their wallets to organizations claiming to be charities that will send financial assistance to Haiti. "Apply a critical eye," said the FBI in a statement, and do "due diligence before responding to those requests."

Please do your research before donating. The Charity Navigator tool is a useful resource for this purpose. For those not familiar, Charity Navigator evaluates and rates charities according to their financial responsibility and sustainability. Their homepage now lists comprehensive information the major organizations on the ground in Haiti now. There are a number of misunderstood messages, rumors, or outright hoaxes being circulated. If something sounds "too good to be true" or you have questions about it, Snopes has a Haiti page to verify or debunk them.

Pan-American Relief PADF is the natural disaster relief arm of the Organization of American States' Pan-American Development Fund. It has more than 150 people working Haiti on economic development, disaster mitigation and protecting human rights. PADF is a non-profit, 501(c)(3) organization based in Washington, D.C.

The State Department has set up another cellphone donation link: Text "HAITI" to 90999 and you will be charged for a $10 donation to relief efforts.

Handicap International has approximately 20 expatriate staff and 130 Haitian colleagues are now involved in Handicap International's emergency response operations in Haiti, which includes caring for the injured, postoperative rehabilitation, the fitting of artificial limbs and the distribution of humanitarian aid and temporary shelters.

Another organization, The Honor and Respect Foundation, was described in a story on Narconews, called Getting Help to Haiti. The foundation was created by journalist Reed Lindsay, who is now Telsur's D.C. Bureau Chief, for children who couldn't get into other schools. Their website says that it "seeks to establish funds in support of several specific programs carried out by grassroots groups in the poorest neighborhoods of Port-au-Prince." I have a phone number for a contact there and will get direct information tonight.

The International Committee of the Red Cross is of course a standby of emergency response throughout the world. Though the American Red Cross took a hit for administrative costs in the wake of Katrina, few NGOs have the reach or the resources of the ICRC.

The International Medical Corps. It is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs. Donations can be made here. (h/t glassbeadgame)

Oxfam International provides assistance to victims of emergencies and ongoing disasters throughout the world. Funds also may be used to help provide sustenance or other necessities to sustain life.

Zanmi Lakay is a non-profit organization dedicated to improving the quality of life for current and former street children in Haiti by providing educational and economic opportunities and resources to help these children while they are on the streets and to help build a life for them off the streets. Heifer International. Though not first responders, this group does long term infrastructural work. HI currently has 16 projects under way with more than 16,000 families and several farmer associations. The projects in Haiti, which are scattered around the country, with none close to Port-au-Prince, range from training in sustainable farming and crop diversity to gifts of livestock, seeds, trees and grains to training in nutrition, aquaculture and fish production. The Jean Cadet Restavek Foundation. Restaveks are child slaves. This is an organization for children run by a Haitian man who is a former child slave.

Konpay is associated with the journalist Reed Lindsay. It focuses on Haitian solutions to environmental, social and economic problems and provides training and funding to grassroots and community-based projects. KONPAY is supporting Haitian-led efforts to reforest Haiti and protect the environment.

The Lambi Fund, a secular non-profit nonprofit whose mission is "to assist the popular, democratic movement in Haiti. Its goal is to help strengthen civil society as a necessary foundation of democracy and development. The fund channels financial and other resources to community-based organizations that promote the social and economic empowerment of the Haitian people." They support "projects that embrace the following principles: non-violent, non-partisan, community-based, promoting the advancement of women, using education and training for empowerment, and promoting the overall democratic movement."

SOIL is based in Haiti (founded by two American females) and although their regular mission is :Sustainable Organic Integrated Livelihoods (SOIL) is a non-profit organization dedicated to protecting soil resources, empowering communities and transforming wastes into resources in Haiti, they are in the streets in PAP providing normal disaster relief services and translation (they speak Kreyol). They have said that all donations in the next 30 days (at least) will go directly to their relief work rather than their usual mission. They have been in Haiti for several years and are very familiar with the people and communities (h/t Royce)

Yele Haiti is a grassroots movement that builds global awareness for Haiti while helping to transform the country through programs in education, sports, the arts and environment. Yéle's community service programs include food distribution and mobilizing emergency relief. Grammy-Award winning musician, humanitarian and Goodwill Ambassador to Haiti Wyclef Jean founded Yéle Haiti in 2005. Cell carriers will send on a $5 donation on your account if you text YELE to 501501. Update 01/16/10: Some questions have been raised about this charity. I'm leaving it in the links, but you may want to proceed with caution. (Norbrook)

This is a quick, easy way to donate; the donations are simply added to your cell phone bill, and the amounts are small, and possibly a more affordable option for many. NPR did a story on donating via text--The Red Cross alone reports $4.7 million dollars in text message donations for Haitian relief thus far! Here's a list of ways to donate via text, from betson08, with update by thebluecrayon:

• Text the word "Yele" to 501501 to donate $5 on behalf of the Yele Haiti Foundation, founded by Haitian musician Wyclef Jean. (this is probably the most popular one judging by Twitter and Facebook today)

This social network fundraising effort is attracting the attention of other media. The Dallas Morning News contacted Dallasdoc:

Tonight I had a conversation with a reporter from the Dallas Morning News, who noted our efforts to raise money for the victims in Haiti and emailed me because of my screenname. I had a long chat with him in which I extolled the good heart and caring nature of the people in this community. "We are liberals and progressives, we are interested in politics because we care about people," I told him. I described how this community responded to a simple appeal with incredible energy and self-sacrificing generosity, and that after five years here I had expected no less of us. He was impressed, and is working on an article about how new media and social networking sites are mobilizing to help the Haitians. He got the idea for that article from us.

If you would like to volunteer to contribute a diary to continue this series, please volunteer in the comments below. Norbrook has created a Google document with the source code for our usual introduction and the list of charities the community has developed. Doing one of these diaries, thanks to Norbrook, is not nearly as demanding as it was early in the series. Also, updates need to be made far less frequently. You don't need to set aside huge chunks of time for it and it's easy to multi-task if you have other things to do, as long as you're able to check the comments every 30 minutes or so.
