"To put it in the words most Hoosiers can understand: I love working for the people of Indiana, I love helping our citizens make the most of their lives, but I do not love Congress," Bayh said in comments prepared for an announcement later Monday in Indianapolis. His statement was obtained by The Associated Press from a Democratic official who declined to be named publicly. Bayh's departure continues a recent exodus from Congress among both Democrats and Republicans, including veteran Democrats Christopher Dodd of Connecticut and Patrick Kennedy of Mass., and increases the chance that the GOP will pick up a seat. The announcements have sprung up in rapid-fire fashion amid polls showing a rising anti-incumbent fervor and voter anger over Washington partisanship, high unemployment, federal deficits and lucrative banking industry bonuses. In his statement, Bayh seemed to attribute his decision to the bitter partisan divides that have dominated Congress in recent years, though he praised his colleagues as hard workers devoting to serving the public. "My decision should not be interpreted for more than it is, a very difficult, deeply personal one," Bayh's statement said. "I am an executive at heart. I value my independence. I am not motivated by strident partisanship or ideology." Bayh said he believed he would have been re-elected this November, despite "the current challenging environment." He said it was time for him to "contribute to society in another way," either by creating jobs with a business, leading a college or university, or running a charity. His retirement from a Senate seat from Republican-leaning Indiana also adds to the struggle Democrats will face this fall to prevent an erosion of the 59 votes they have in the chamber. "After all these years, my passion for service to my fellow citizens is undiminished, but my desire to do so by serving in Congress has waned," Bayh said in a statement he planned to read at the news conference. The plans by the 54-year-old, two-term senator were confirmed by three Democratic officials who discussed his announcement on grounds of anonymity because it was still pending. Bayh informed Senate Majority Leader Harry Reid, D-Nev., of his plans in a telephone conversation Monday morning, according to a one Democrat. The party will have to scramble to find a replacement candidate for Bayh's seat. Friday is the filing deadline for the May primary, although the party would have until June 30 to select a replacement candidate. Bayh's name was among a handful of well-known Democrats prominently mentioned as possible vice presidential candidates in both Sen. John Kerry's 2004 run for the presidency and Obama's succcessful run for the White House. He was believed to have been on Obama's short list. Obama settled on then-Sen. Joseph Biden of Delaware. Less than two weeks ago, former Indiana Sen. Dan Coats, a Republican, announced that he would try to reclaim his old seat from Bayh. The move by Coats came as the GOP was still celebrating Republican Scott Brown's January upset to take Edward Kennedy's former seat in Massachusetts. Bayh is serving his second six-year term in the Senate, and is a centrist Democrat from a Republican-leaning state. Bayh served two terms as Indiana's governor before winning the first of his two Senate terms in 1998. He had until recent weeks been regarded as a near certainty for re-election, having raised nearly $13 million for his campaign and facing little-known Republican opposition until national Republicans recruited Coats to enter the race. PARIS, Feb 15, 2010 (BUSINESS WIRE) -- Regulatory News: Sopra Group's (Paris:SOP) revenue for 2009 was EUR1,094.3 million. The decrease compared to the prior year was limited to 3.1%, or 4.5% at constant exchange rates and consolidation scope. Profit from recurring operations was EUR83.0 million, representing a current operating margin of 7.6%, comfortably achieving the previously-announced forecast (over 7.0%). 2009 2008 Operating profit amounted to EUR63.2 million: this includes EUR2.6 million in amortisation of intangible assets and EUR17.2 million of non-recurring expenses relating to the Spanish systems integration subsidiary (EUR15.0 million goodwill impairment and EUR2.2 million restructuring costs). After taking into account a significant improvement in net financial items (+16.7%) and non-recurring expenses of EUR4.1 million relating to the termination of the consulting business in Spain by the Group's subsidiary Valoris Iberia, net profit came to EUR27.1 million. The reduction in net financial debt, which at EUR137.4 million was substantially lower than forecasts made at the beginning of the year, reflects progress made in managing working capital requirements. Information by division 2009 2008 Management consulting: Revenue for this division was EUR37.1 million, representing a 17.2% decrease year-on-year. As previously announced, the revenue decline has slowed since the beginning of the year: organic growth for the fourth quarter was -7.3% compared to -24.6% at the beginning of the year. Profit from recurring operations was in line with forecasts at EUR0.8 million. SSI France: Revenue for this division amounted to EUR704.5 million, representing organic growth of +0.3%. Profit from recurring operations was EUR58.5 million, yielding an 8.3% margin. Considering the economic context, the Group's performance in its core businesses in France was excellent. This was achieved thanks to the signature and execution of large-scale application outsourcing and systems integration contracts, notably in the Group's key sectors (financial services, public sector, para-public sector and utilities). Market positioning has been bolstered by a revamped offering and the industrialisation of the entire production chain to support major clients' projects. In banking, the Evolan range of solutions has spurred renewed interest, which has already led to major commercial successes. SSI Europe: Revenue from Europe (excluding France) came to EUR170.5 million, down 15.3%. Profit from recurring operations was EUR5.2 million, representing a margin of 3.0%. The transformation programme implemented at each subsidiary minimised the impact of the crisis on margins. -- In the United Kingdom, revenue was down 14.3% but profit from recurring operations, at 6.9%, improved by over 2 percentage points on the previous year (4.7%). -- In Spain, where the market remains very difficult, the performance was disappointing due to delays in implementing crisis-mitigation action plans. Revenue was down 18.2% and the current operating margin was 3.6%. As indicated above, exceptional expenses of EUR17.2 million were recognised. Axway: Revenue amounted to EUR182.2 million, representing total growth of +6.4% and organic revenue growth of -7.6%. The negative organic performance was the result of a very difficult first half (-14.0%), followed by a better second half (-1.4 %). Profit from recurring operations was EUR18.5 million, representing a margin of 10.2%, better than the previously-announced forecast (a margin of 7--10%). The strong volume of licence sales recorded in the second half of the year, particularly in December, did not completely offset the impact of the economic crisis at the beginning of the year. In a challenging economic context, the Group's results represent a good performance, reflecting the quality of its strategic positioning and the pertinent choices it has made with respect its business portfolio, markets and production organisation. Group's financial position The Group generated net free cash flow of EUR91.2 million, up 72.4 %. Net debt came to EUR137.4 million, compared with EUR198.2 million at year-end 2008. After the impairment of goodwill relating to the systems integration subsidiary in Spain, which was reduced from EUR81 million to EUR66 million, total equity amounted to EUR281.7 million. As of 31 December 2009, the Group's financial position is sound, with respect to both debt maturity and compliance with banking covenants: -- The gearing ratio (net debt to equity) was 48.8%. -- The leverage ratio (net debt to gross operating profit) was 1.52. -- The debt service coverage ratio (operating profit to net borrowing cost) was 6.86. In addition, Sopra Group has access to a total of EUR194 million in cash and undrawn confirmed credit lines. Dividend A proposal will be brought before the Shareholders' Meeting to pay out a dividend of EUR0.80 per share, representing 34.5% of net profit. This proposal reflects the measured approach adopted by the Group, in full awareness of the current economic context. Strategy The Board of Directors confirmed the continuation of the initiative to separate the activities of its subsidiary Axway from those of Sopra Group, with a view to listing a new Axway group on the stock market. Sopra Group would retain a 15% stake in Axway (cf. press releases of 22 October and 9 December 2009). The Group continues to work on its strategic transformation plan in which both companies (Sopra Group and Axway) pursue the development of independent and high added-value business portfolios benefiting their respective clients, employees and shareholders. After consulting with personnel representatives, this operation would be subject to the approval of Sopra Group's shareholders and, in the absence of unfavourable conditions, may be carried out in the final quarter of 2010 on the basis of the interim financial statements for the six-month period ended 30 June 2010.
